Position Description

The Director Project/Program Manager position will be responsible for overseeing one or more accounts within our state data warehouse business. In this role you will be a business specialist and technology generalist that manages, directs and interfaces with business clients and aligns technology solutions with business strategies working directly with FSSA middle and senior level management. Our Director Project/Program Manager proactively consults with our customers, identifies opportunities, conducts analysis, performs needs assessments, performs cost / benefit assessments and brokessr other information technology services.

Primary Responsibilities:

  • Ability to provide thought leadership, consulting and customer guidance in regard to data warehousing and analytic platforms and ecosystems
  • Excellent written and verbal communication with customer leaders
  • Ability to develop and negotiate win / win solutions to project issues
  • Ability to work with end users / customers to understand and develop requirements
  • Ability to organize and lead project related meetings with customer, development staff, and sponsor level staff
  • Experience with project schedule management and Microsoft Project for project scheduling and tracking
  • Experience in business development planning; developing integration services proposals; government procurement; identifying add - on sales opportunities, providing pre-sales technical support and designing technical solutions
  • Current projects have 50+ staff using the following primary technologies: Cognos, Business Objects, PowerBI, Informatica, Tableau, and Teradata

  • Extensive experience with project development methodology and project management methodology and able to apply methodology in a practical manner
  • Communicate effectively, verbally and in writing, with programmers, analysts, immediate supervisor, management, system users, operations, other State agencies and the private sector
  • Meet with users for clarification and elaboration as may be necessary to clearly define a problem and conceptualize a development plan
  • Recognize, gather, correlate, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives and make appropriate recommendations
  • Anticipates customer needs and proactively develops solutions to meet them
  • Serves as a key resource on complex and / or critical issues
  • Reviews work performed by others and provides recommendations for improvement
  • Forecasts and plans resource requirements and budgets
  • Authorizes deviations from standards
  • May lead functional or segment teams or projects
  • Experience in managing vendor / subcontractor contracts and Statements of Work (SOW) for hardware, software, and services
  • Provides explanations and information to others on the most complex issues
  • Leads the Optum delivery team and motivates and inspires team members

Required Qualifications:

  • 5+ years of successful (on time, within budget) Program Manager experience with State Medicaid Data Warehouse or Medicaid Management Information Systems projects
  • Understanding of Medicaid program including care management, program management, program integrity and financial management including federal reporting (i.e., CMS 64 and TMSIS)
  • Experience in managing multiple projects and teams across a customer base
  • Experience leading a team of 10+ cross functional resources
  • Experience managing and mentoring both direct reports as well as indirect (matrix) personnel
  • Experience in managing contracts $10+ million in yearly revenue with full P&L responsibility
  • Experience in managing senior customer leadership relationships
  • Certified Project Management Professional (PMP) or willingness to obtain within 6 months
  • Travel 80% in the USA
